a) For the neutral conductor in the case of 3-pole circuit-breakers
b) For directly measuring the ground fault current at the grounded neutral point in the case of 3-pole and 4-pole circuit-breakers.
Donotplace a jumper (in the wiring between the transformer and the circuit-breaker's terminals) between: a) 15, 16 and 19, 20; b) 17, 18 and 19, 20.
